What is the 110% figure on Quote Check?

For a qualifying interstate household-goods shipment moving under a non-binding estimate, 49 CFR 375.407 and 375.703 generally limit what the carrier may demand as collect-on-delivery at delivery to 110 percent of that estimate. It is a delivery-collection rule, not a cap on every later charge. Additional requested services and impracticable-operation charges (15% collectible at delivery) may sit outside it.
